    XB-70 first flight: Sept. 21, 1964
    Sukhoi T-4 first flight: Aug. 22, 1972

    Yes, it is a rough copy of the XB-70. That is why American aircraft have a 70 to 1 kill ratio over Russian aircraft...a copy is never as good as the original.
